Chapter Documents

The chapter documents provide the framework for governing the chapter. These documents include the Bylaws, Chapter Management and Operations Protocol (CMOP), Chapter Operating Handbook (COH), Code of Ethics, and Standards of Conduct. The chapter documents are updated every 3 years, with the next revision to take effect in 2026.

Bylaws: The chapter Bylaws establish the rules of the road for the chapter and must be adopted verbatim from the template supplied by the state office with the only changes allowed being for the length of officer terms (12 or 24 months) and inclusion of an Addendum for 501(c)(3) chapters.

Chapter Management and Operations Protocol (CMOP): The CMOP is provided from the state with no changes allowed and provides the minimal requirements for chapter administration. It includes information on the initial training, advanced training, and volunteer service projects requirements.

Chapter Operating Handbook (COH): The COH is produced by the local chapter by tailoring a template supplied by the TMN state office to the needs of the local chapter. The COH may be revised as needed to reflect changes within the chapter, such as adding a position to the board of directors. The COH may also be supplemented by appendices detailing local policies or procedures. The COH includes information on the Board of Directors and the duties of each position, membership, and meetings. The RRTMN COH is supplemented by an appendix on membership status changes.

Code of Ethics and Standards of Conduct: These documents are provided by the state TMN office and establish the values and principles upon which the TMN program is built and provide clarification when questions arise about member behavior and intentions for the program. All chapter members must adhere to these documents.

Other Documents: Other guiding documents are available from the state Texas Master Naturalist website. These include a TMN Brand Guide, Chapter Records Retention Policy, TMN Insurance and Liability Protection 101, Process for Disciplining or Removing Members, Guidance for Citizen Science Volunteer Service, Chapter Conflict of Interest Form, and a Governing Documents Feedback Form for questions or comments regarding any of the chapter documents.
