General Manager, Hays Trinity Groundwater Conservation District
Charlie was born in New Braunfels, grew up in Beaumont, and came to Austin in 1984 to attend the University of Texas Architecture School. After a long career serving the vibrant Central Texas bicycle community, he re-entered academia to pursue a second career that was dependent on unpredictable climatic cycles.
During graduate school at Texas State University, Charlie began working as a writer and researcher with the regional natural resource sustainability non-profit Hill Country Alliance. There he developed the HCA’s water program by participating in local, regional, and state water planning and management systems while cultivating cooperative dialog among the region’s diverse communities. He directed and analyzed policy; facilitated educational outreach; produced the Texas Water Symposium — the nation’s only radio series on water issues; worked in legislative efforts; and actively participated in the Hill Country’s six groundwater and Regional Water Planning Groups. After seven fantastic years evolving HCA’s water programing, Charlie accepted the General Manager position at the Hays Trinity Groundwater Conservation District in order to continue his consistent focus on the long-term health and sustainability of our limited water resources.
Charlie has an undergraduate degree from The University of Texas and a Masters of Applied Geography – Resource Management (hydrology/geology) from Texas State University.
