Tara Bushnoe is General Manager of the Upper Guadalupe River Authority. She leads a team dedicated to the sustainability of the Upper Guadalupe River in Kerr County. UGRA engages the community in preservation of water resources, routinely monitors water quality, and collaborates with partners to foster stewardship of the upper Guadalupe River. UGRA also operates a NELAP accredited environmental lab to serve the region’s testing needs and assist with water quality concerns. Tara also serves on the board of Riverside Nature Center and is a member of Kerr County Women’s Chamber, the Guadalupe Regional Flood Planning Group, the Plateau Regional Water Planning Group, and the City of Kerrville Code Review Committee. She is a past participant in the Kerrville ISD Leadership program and served on the Kerrville 2050 subcommittee for water, wastewater, and drainage. Tara earned a Bachelor of Science Degree in Natural Resources from Cornell University and has over 15 years of experience in aquatic science and water resources management. She also taught environmental education in Paraguay as a Peace Corps Volunteer. She has been an employee of UGRA since 2007.
Shelby Taber is the Natural Resources Manager for the Upper Guadalupe River Authority. She coordinates the outreach and monitoring activities of the Natural Resources department. Shelby received her Bachelor of Science in Geography Resource and Environmental Studies from Texas State University and her Master of Science in Resource and Environmental Science from Ohio State University. She joined the UGRA team in 2022.
